The Cathedral neighbourhood is one of Regina's earlier neighbourhoods. By the eve of World War I, two and three-storey wood houses lined the streets adjacent to Holy Rosary Cathedral on 13th Avenue. Neighbourhood growth and development moved south. The open spaces along College Avenue were filled with single detached dwellings by the end of the 1920s. The Crescents became the domain of the affluent.

Clusters of shops along 13th Avenue make it the hub of a lot of neighbourhood activity. For example, 13th Avenue is closed down during the Cathedral Village Arts Festival to hold a street-fair. People from all over the province come by the tens of thousands to walk the street and purchase the wares of over 200 craftspeople. Hundreds of volunteers from all over the neighbourhood contribute. Cathedral is known for its artistic and cultural elements located across the neighbourhood.

Today Cathedral is an active neighbourhood with a mix of housing types, two elementary schools and many places of worship. Some streets rest under a canopy of century old elm trees contributing to the neighbourhood's character. The area has both the Cathedral Neighbourhood Centre and the Neil Balkwill Civic Arts Centre (NBCAC). The NBCAC is a one of a kind facility in Regina offering extensive art classes for all ages.
